Judges covers the unsettled period between Joshua and the monarchy. A pattern repeats: the people drift, an oppressor rises, they cry out, and God raises a deliverer — Deborah, Gideon, Samson and others. The deliverers are often deeply flawed, and the cycle deepens rather than resolves. The book’s refrain, that everyone did what was right in his own eyes, is its own diagnosis.
